Horizon Europe 2023/24 Call: Innovation in Security Research and Development

Since its inception with the Preparatory Action for Security Research in 2004, the EU-funded security research and innovation framework has been a cornerstone in advancing knowledge and value creation in the realm of internal security. However, despite significant strides in scientific findings and technological advancements, a critical challenge persists: the uptake of innovation.

The true impact of EU investment in research and innovation (R&I) lies not just in the development of cutting-edge technologies, but in their industrialization, commercialization, and deployment by European industry and end-users. Unfortunately, several factors inherent to the EU security ecosystem, such as market fragmentation and cultural barriers, impede the full realization of this impact.

Recognizing these challenges, Haptic R&D Consulting is committed to fostering a conducive environment for increasing the impact of security R&I. We are actively seeking partnerships with consortia to apply for the Strengthened Security Research and Innovation (SSRI) call in 2023/24.

The SSRI Destination is strategically designed to address these challenges and enhance the overall impact of Cluster 3 of the Horizon Europe program. By focusing on key objectives such as maintaining a user-centric approach, forward-looking planning of security capabilities, and ensuring the development of socially acceptable technologies, SSRI aims to pave the way for the industrialization and deployment of successful R&I outcomes.

Unlike other destinations within Cluster 3, SSRI goes beyond the development of specific security solutions. It aims to bridge the gap between innovation and market readiness, accelerating product development, and facilitating the uptake of innovative technologies by buyers and end-users.

Moreover, SSRI offers an inclusive environment for cross-cutting research in technology, social sciences, and humanities. By breaking down thematic silos and fostering collaboration across different security domains, SSRI aims to expand the market and reduce fragmentation within the EU security landscape.

Additionally, SSRI will allocate resources to the development of tools and methods to reinforce the innovation cycle itself. By enhancing analytical capacity and fostering a capability-driven approach to security, SSRI will contribute to a more effective, efficient, and impactful security research and innovation ecosystem.

At Haptic R&D Consulting, we are dedicated to driving innovation in EU security research. We invite potential partners to join us in this endeavor, contributing to the development of EU civil security capabilities, fostering cooperation between market actors, and advancing knowledge in cross-cutting matters.

Proposals under the SSRI Destination should outline a credible pathway to achieving the following impacts:

  1. Evidence-based Development: Enhancing the development of EU civil security capabilities through a systematic and analysis-intensive research and innovation cycle.
  2. Market Cooperation: Fostering cooperation between demand and supply market actors to expedite the industrialization, commercialization, and deployment of security research outcomes.
  3. Cross-Cutting Innovation: Promoting knowledge and value creation in cross-cutting matters to break thematic silos and facilitate the proliferation of common security solutions.

Join us in strengthening EU security through research and innovation. Let’s collaborate to unlock the full potential of security R&I and safeguard the future of European security.
